Does a gay lisp occur in languages other than English?

(Excluding the Spanish “th” in, say, Bar’th’elona)

Hmm. Good question. I speak Spanish and I'd say no. It's intonation in Spanish that gives you away.

No, OP. No other languages are affected by speech impediments.

Is there any language that doesn't have the 's' sound? Maybe some African language?

In Italian it’s not a lisp per se, but there is a very sibilant S that’s a dead give-away.

Like R3 says, the fey gay voice definitely does turn up in other languages. I've met some South American men who made Billy Porter sound like Rambo.

I went on vacation to New Guinea -- deep into the jungle -- and it was pretty clear one guy was a total Mary.

In Chinese it is not a lisp but there are other vocal cues that seem gay.
